For best effect, you should mix all the ingredients together.
If it is impractical or cost-prohibitive for you to get all the ingredients or buy Dr. Morse’s Herbal Tooth & Gum powder, you can make simpler powder mixtures. You can find many recipes on YouTube or Google.
